Palmetto Hall Plantation Owners Association

Palmetto Hall is a gated community of 750 acres on the north end of Hilton Head Island, and every property owner there is a member of its property owners’ association, PHPOA for short. The owners elect a board of seven volunteer directors at the Annual Meeting each December, and a small paid staff runs the office. One thing surprises new owners: the office isn’t inside the community. It is in the North Ridge Professional Center on Palmetto Parkway, a few minutes from the gate by way of Beach City Road and Mathews Drive.

What the Palmetto Hall POA Does, and What the Club Does

Palmetto Hall has two organizations, and knowing which one to call saves time. The association handles the gate and its security company, the private roads and the land along them, the covenants and rules, the community’s events and newsletter, and the review of every new house or exterior change. The club, Palmetto Hall Golf & Country Club, is owned and run by Heritage Golf Group: the golf courses, the clubhouse and its food, the pool, the tennis courts and, somewhat unexpectedly, all but one of the lagoons. The association’s own rule of thumb is that golf, the pool, tennis and the clubhouse are the club’s, and security, maintenance, covenants and building are the association’s.

Palmetto Hall POA Assessments and Fees

The association bills its annual assessment once a year, due on January 1. For 2026 it is $2,220 for a home and $1,665 for an empty lot. It pays for security and the association’s running costs and builds a capital reserve for the road and the gatehouse. A buyer also pays a one-time capital reserve fee at closing: $3,400 for a home and $1,500 for a lot.

The club bills separately, and membership isn’t optional: every owner must hold at least a social membership, with golf packages on top, at prices Heritage Golf Group sets. Ask the seller or the club for the current club dues as well as the association’s figure, because together they are the true yearly cost. Building or Renovating: the Architectural Review Board

Any new house and any change to the outside of an existing one, from a pool, an addition or a new roof to repainting or taking down a tree, needs the Architectural Review Board’s approval first. The board is made up of volunteer owners, an outside architect and the association’s manager. It generally meets on the first and third Monday of the month, and plans have to reach the office two weeks before the meeting. Covenants, Rules and Leasing

Palmetto Hall is governed by its covenants, bylaws, architectural standards, drainage policy and Rules and Regulations, all posted on the association’s website, with a schedule of fines. The rule buyers and landlords ask about most is leasing. A home can be rented only on a written lease of at least six months, and the owner gives the association a signed copy before it starts. The tenant then has an orientation with the association and gets a decal or a PIN for guest passes. There are no short-term or vacation rentals. New Owners, Decals, Vendors and Open Houses

New owners book a short orientation with the office, ideally after closing and before moving in. It takes about 15 minutes and is where they get their vehicle decals (bring each car’s registration and proof of insurance), the governing documents and the PIN for ordering guest passes. A moving truck without a decal pays a day fee at the gate, unless the owner is driving it. Contractors buy a yearly or half-year decal at the office or a day pass at the gate, and golf carts need both a state decal and a Palmetto Hall one.

Real estate agents with an MLS listing are let in from 7 a.m. to 7 p.m. every day and must drive their clients around themselves. Open houses, whether an agent’s or an owner’s, are booked with the office by the Tuesday before, and yard signs aren’t allowed.

Board Meetings, Committees and Hurricane Season

The board posts its monthly meeting minutes on the website, and owners elect directors at the December Annual Meeting. Committees of volunteers work on the architectural review, finance, and maintenance and infrastructure.
