The Hilton Head Plantation Website and Owner Portal

Hilton Head Plantation is a gated community of nearly 4,000 acres on the north end of Hilton Head Island, and the association, HHPPOA for short, is the body that owns and looks after its shared parts. It represents the property owners, who elect a nine-member board of directors; volunteer committees advise the board, and a paid staff in six departments does the daily work from the POA Service Center on Surrey Lane. Its 2025 annual report counted 4,247 homes and 65 lots still to be built on.

What the Hilton Head Plantation POA Does

Most of what a resident notices is the association’s work. Its maintenance crew looks after about 72 miles of private roads, about 10 miles of leisure paths, the Spring Lake and Dolphin Head recreation areas, the association’s buildings and the seasonal flower beds. Its security department, about 30 full-time armed officers, staffs the Main Gate and the Cypress Gate around the clock and keeps two patrols on the roads, answering alarms, lockouts, medical calls and requests to check on homes while the owners are away.

The lifestyle staff run the events, classes and concerts at the Plantation House, the Spring Lake Pavilion and Dolphin Head, a summer program for children and the calendar for more than 50 residents’ clubs. The covenants staff enforce the community’s rules, and the communications office publishes Plantation Living, the monthly newsletter. One thing the association does not do is collect trash: owners hire a private hauler or use the island’s convenience center.

Hilton Head Plantation HOA Fees

Every property pays an annual assessment, billed in early January and due by January 31. For 2026 it is $1,404 for a lot with a home on it and $842 for an empty lot, paid by cash or check, or $1,432 and $859 paid by credit card or through the owner portal, because the card rate covers the card fees. A payment received after January 31 carries a 15 percent late fee. Cash is taken in person at the service center, checks can be mailed or dropped off with the remittance slip, and from 2026 owners can also pay by bank transfer or card on the portal.

The association says its assessment is the lowest of any community on the island. Questions about a bill go to the accounting office, extension 236, or admin@hhppoa.org. A condominium owner may also owe fees to their own building’s association, so ask the seller for both.

Building or Renovating: the Architectural Review Board

Changes to the outside of a property need the Architectural Review Board’s approval first. That covers more than building: additions and exterior improvements, driveways and pools, swing sets, trampolines and basketball hoops, and cutting down trees. The board meets on the fourth Thursday of each month and reviews the applications that reached the ARB office by noon on the Monday before. Covenants, Rules and Leasing

The association’s Rules and Regulations are recorded with Beaufort County, and the covenants, bylaws and handbook sit on the owner portal with them. The rule buyers ask about most is leasing. A home can be leased only as a whole, for at least six months unless the board approves otherwise in writing, with a copy of the lease sent to the association, so short-term vacation rentals are barred except in homes grandfathered under older rules. Vehicle Decals, Vendors and Open Houses

Owners get vehicle decals at the service center (extension 223); bring the car’s registration, proof of insurance and a driver’s license. New owners pick up a welcome packet at the same visit, along with the PIN they use to order passes for their guests. Contractors, cleaners and delivery companies are handled differently: a regular vendor buys a commercial decal, and an occasional one needs a commercial day pass arranged by the owner, even to give an estimate.

Real estate agents follow their own procedure. The agent issues each visitor’s pass for an open house or showing and sends it to the association for approval at least a week ahead, the pass is good only for the trip to and from that house, and the agent has to be there. Agents who work here regularly buy a realtor decal, $25 a year.

Meetings, Elections and Staying Informed

The Annual Meeting is held in March, where the board presents the year’s annual report, and owners elect the board, with online voting available. The general manager holds an informal coffee meeting every other month, and new owners are invited to a meeting twice a year.
