What the Sea Pines Assessment Pays For
The CSA took title to the roads, paths, open space and lagoons in December 1988 and still looks after them. It also employs the security staff at the gates and on patrol. What the assessment pays for, by the CSA’s own figures:
67 miles of paved road and 17 miles of paved leisure trail
About 1,200 acres of open space, including the 600-plus acres of the Sea Pines Forest Preserve
32 beach access paths and boardwalks along 4 miles of beach
89 acres of lagoons, canals and ponds, and the drainage that feeds them
The Greenwood and Ocean gates, the Gate Pass Office and the free trolley
Tower Beach and the Community Center, both for property owners
The assessment does not pay for golf, the beach club or the inn: those belong to The Sea Pines Resort, a separate business. The CSA also does not run your building; a villa complex has its own association.
The Sea Pines CSA Assessment for 2026
The CSA bills once a year. Invoices for 2026 went out in November 2025 and payment was due January 16, 2026. Part of each assessment goes to the critical infrastructure program, a long-term fund for roads and drainage.
| Property | Yearly assessment (2026) | Includes |
|---|---|---|
| Lot with a home | $2,065 a year | Of which $708 goes to the critical infrastructure program. |
| Empty lot | $1,233 a year | Of which $424 goes to the critical infrastructure program. |
The assessment is for 2026 and the CSA sets a new one each year, so ask for the current figure before you make an offer. No transfer fee at a sale is published; ask the CSA at 843-671-1343. If a past owner’s landscaping or building crosses onto CSA open space, the CSA requires an encroachment agreement before closing, with a $1,000 non-refundable application fee.
Sea Pines Rental Registration Fees
Any owner who rents, short or long term, pays the CSA’s Rental Registration Program fee on top of the assessment. It has been in effect since January 1, 2023, is billed by the number of bedrooms you advertise, and can rise by up to 10% a year. Renting on Hilton Head Island also needs a Town permit: see short-term rental permits and buying a second home.
| Bedrooms | Yearly fee |
|---|---|
| 1 to 2 bedrooms | $300 a year |
| 3 to 4 bedrooms | $700 a year |
| 5 or more bedrooms | $1,000 a year |
Gate Passes and Owner ID Cards
Owners do not pay for gate passes. After closing, a new owner fills in the CSA’s new owner form and books a short orientation at the Community Connections Center, 175 Greenwood Drive (843-671-1343), where they pick up owner ID cards and vehicle decals. Those get you through the gate and into owner facilities like Tower Beach.
Guests and renters pay at the gate. As of March 1, 2026, a day pass is $10 a car and a weekly rental pass $20. Visitors who come often can buy a yearly decal: $75 for Hilton Head Island residents or $125 for residents of Beaufort, Jasper and Chatham counties. The Sea Pines guest pass office page has every fee and the hours.
Regime Fees, the POA and Other Costs
A villa or condo owner pays a regime fee to the complex on top of the CSA assessment. Each complex sets its own, and none is published as a list: ask the complex or the listing agent for it in writing. Sea Pines homes also need approval from the Architectural Review Board before any outside change.
The Sea Pines Property Owners Association is a different group. Its dues are $50 a year, membership is optional and only residential owners can join. It is not the HOA.
