The Sea Pines POA is a volunteer group that speaks for the people who own homes and lots in Sea Pines. It was started in 1973, at the request of the community’s founder, Charles Fraser, to give residential owners a say in how Sea Pines is developed and run. It is independent of both The Sea Pines Resort and the CSA, the association that owns the roads and runs the gates.

What the Sea Pines Property Owners Association Does

Most of its work is watching and speaking up. The board follows what the Town of Hilton Head Island, Beaufort County, the state, the CSA and the resort are planning, tells members about proposals and lawsuits that affect Sea Pines, surveys owners on the big questions, and passes the results to whoever is making the decision. When an issue is pressing enough, it takes a public position.

It also has a social side: board meetings with open question time at the Sea Pines Community Center, a speaker series on the third Tuesday of each month from September to May, an annual spring meeting, community coffees and a monthly members’ newsletter.

The Rights the POA Holds

What sets the POA apart from a typical owners’ club is a set of rights written into the Sea Pines covenants, agreements and a legal settlement. By its own account:

  • The 1974 Sea Pines covenants name it as an organization with the right to enforce them.

  • A settlement agreement limits how many hotel, motel and inn rooms can be built in Sea Pines, and any change to that number needs a vote of POA members.

  • It is the only organization that can consent to major changes in how land is used under the Sea Pines Master Plan.

  • It appoints three members of the Sea Pines Architectural Review Board.

  • It is named as the successor to the CSA if the CSA ever cannot carry out its duties.

The POA and the CSA Are Not the Same Thing

Owners mix them up because both have “Sea Pines” and “association” in the name. Every property owner is automatically a member of Sea Pines Community Services Associates, which bills an annual assessment and uses it, with gate fees, to maintain the roads, trails, lagoons and gates. Joining the POA is optional, costs far less, and buys a voice rather than services.

How to Join the Sea Pines POA

You can join if you own a residential lot or home in Sea Pines, whether you live there full time, part of the year or not at all.
